The Madhesh Province government on Monday unveiled a Rs 41.13 billion budget for fiscal year 2026/27, with a focus on youth employment and tighter spending discipline.
It also provides for a 10 percent salary increase for provincial government employees.
Presenting the budget at the Provincial Assembly, Finance Minister Yubaraj Bhattarai said the government would prioritise agricultural innovation, entrepreneurship promotion, education and healthcare.
Of the total allocation, Rs 26.47 billion has been earmarked for capital expenditure and Rs 14.66 billion for recurrent spending.
In a move aimed at reducing fragmented spending, the government announced that no budget would be allocated to projects costing less than Rs 10 million. It also pledged not to purchase new vehicles and said savings from cuts in unproductive expenditure would be redirected towards capital formation.
The budget introduces a 100-day employment guarantee programme targeting youths aged 18 to 35, one of the government's key initiatives for the coming fiscal year.
To improve public service delivery and accountability, the province will launch a "Hello CM App" and a "Hello Chief Minister" toll-free hotline.
The government has also revamped its flagship girls' empowerment initiative. The existing "Chief Minister Daughter Education, Daughter Protection" programme will be replaced by a new scheme titled "Educated Daughters, Secure Madhesh, Entrepreneurial Women, Prosperous Province".
To finance the budget, the province expects to mobilise Rs 11.22 billion in internal revenue, receive Rs 12.83 billion through revenue sharing and Rs 9.49 billion in fiscal equalisation grants, and utilise Rs 6.08 billion in cash reserves carried over from the previous fiscal year.
